Ah, I don't use Photoshop to make those effects. xD

I use a light painting technique. You can find videos on YouTube on how to do it. It's pretty simple actually. ^^

Honestly, I say go with what suits you. I personally just go with 20 seconds since it gives me more time to paint/light the figure up and lets me determine if I light up the figure too much or not. ^^ As for aperture, it's more or less like the shutter speed~
